A jurist and expert in organizational, financial, and strategic auditing, Ms. Nasro Habib Ibrahim has served since 2021 as Chief Executive Officer of the Fonds de Développement Économique de Djibouti (FDED), a national financial institution she successfully restructured when it was on the verge of certain liquidation. Thanks to her expertise in financial management and leadership, she restored the stability of the FDED, strengthened its governance, and repositioned the institution as a key player in development financing and investment promotion in Djibouti.
With over fifteen years of experience in public governance, performance management, and financial control, Ms. Ibrahim has developed recognized expertise in resource optimization, organizational restructuring, and the implementation of sustainable growth strategies. Before leading the FDED, she served as State Inspector at Djibouti’s General State Inspectorate and as a consultant for the United Nations, conducting numerous financial and strategic audits of projects supported by international organizations.
A recognized specialist in anti-corruption and asset recovery, she has represented Djibouti in several international reviews under the United Nations Convention against Corruption (Djibouti, Côte d’Ivoire, Latvia). She also served as the focal point for the Arab Anti-Corruption Network and led numerous training sessions across Africa and the Middle East on governance, transparency, and strategic management of public institutions.
A polyglot fluent in French, Arabic, and English, Ms. Ibrahim combines a strong legal education (University of Poitiers, University of Paris 13, ENAP Canada) with deep expertise in financial management, institutional governance, and change leadership, making her a visionary leader and a key figure in Djibouti’s economic development.
