Mr. Allen Robert M. Adecer

Mr. Adecer has two decades of experience and expertise in development banking specializing on treasury operations, portfolio management, liquidity management, financial engineering, and the  optimization of multi-billion-peso portfolios.

He is currently Officer-in-Charge of the Treasury Group, with the rank of Vice President, of the Development Bank of the Philippines (DBP).  He leads the bank’s initiatives in managing funds with prudence and innovation, while ensuring alignment with its developmental mandate. His leadership has been instrumental in driving strategic initiatives that strengthen the bank’s financial position, enhance efficiency, and support its growth of sustainable finance initiatives.

Mr. Adecer is a CFA Charter holder and licensed Civil Engineer.  He combines technical and financial expertise that uniquely positions him to address the complex demands of development banking.   He has completed the academic requirements for a Master of Science in Financial Engineering, further deepening his capability in advanced financial modeling, risk management, and strategic portfolio optimization.
